This moment is also important due to the fact that up to this moment, for objective or subjective reasons, the entire process may be halted or delayed, for a definite or indefinite time - consciously and without major consequences.

The very fact that project implementation does not start in the planned moment may indicate inadequate planning and certain omissions in the whole process (although such a possibility of delay may be covered by the plan), however, it produces far less damages than when the project stops or interrupts when its Implementation has already begun.

Such a case has multiple negative consequences, both in regards to the external environment and to the internal human resources involved in the project. The project that ends before it really started, from the perspective of the people who are participants in such a project, has six stages in the negative sequence of events: initial enthusiasm, disappointment, panic, searching for culprits, punishing innocents, and praising those who did not participate. This is another reason for the implementation to be approached with maximum responsibility, and consistently with other phases of the project, because this phase represents the purpose and culmination of each project.

Activities related to the implementation process can be divided into two groups. One group consists of activities related to technology, procedures and necessary operations, and other activities related to people - as bearers and key factor of each implementation.

The implementation phase cannot be viewed separately from the planning and organization that preceded it, or from the control, which is conducted simultaneously and after the implementation. Only these four phases jointly make up a whole, and only their professional, responsible and coordinated performance can yield a full effect.
